#31 error message about RTNETLINK

HI,

I just install shaper package and write sth really
simple like:

DEVICE=eth0,100Mbit,10Mbit
RATE=180Kbit
WEIGHT=40Kbit
PRIO=5
RULE=,:25

------------------------

But when i go to run /etc/init.d/shaper start I got
following error:
Stopping CBQ traffic shaping: shaper.
Starting CBQ traffic shaping: RTNETLINK answers: No
such file or directory
shaper.

Can anyone tell me what is this error about and
workaround?

ps: the shaping does seems to take control on
bandwidth on port 25 despite the error present.
