#3 CatMDEdit - Can't open FGDC_ISO.esxl

I'm trying to utilize bits of the CatMDEdit code embedded within FGDC_ISO.esxl. Unfortnately it appears to be in a binary format and I'm unable to utilize.

Can someone please provide the opensource view of this file? I'm trying to leverage the work that was done to capture the mapping between what I believe is the FGDC DTD and ISO 19139 Schema.
