First off all I don't understand why did you put the comments at the end of each file. You should find the coresponding function and add the comments in the proper place, not include a huge list of comments at the end.
Secondly you should provide a svn diff patch (preferably). You can get more infos on how to make a patch file in the ticket creation form or if you have troubles creating the patch you can ask me. Submitting a lot of files isn't helpful and moreover you should have also included the files where you deleted the comments.
For the moment, the patch in this form will be rejected.
