In general, I don't see a problem with doing this -- though there is at least
one primitive (and possibly others) that does not support such a non-rigid
transformation. The torus, for example, presently only supports rigid
transformations (no shearing/skewing or stretching, for example) so the
commmand would have to take such an effect into account. The problem
is further complicated for any geometry that includes or uses said
primitives.

When doing object edits (aka matrix edits) there are four
options that allow you to specify which deminsion you are
scaling -
Scale X
Scale Y
Scale Z
Scale X Y Z
That fourth option (Scale X Y Z) could be modified (I suppose)
to allow for one global X Y and Z scaler or three distinct
scalers for each deminsion as the user requested.

We didn't do anything about pipes or torii, so the modeler does have to be aware of what they're scaling.
