[base] BASE 1.2.16 released

Hi all.
I haven't had much time to work on BASE lately, but what little
I've done since 1.2.15 was released is now available from the
usual place ( http://base.thep.lu.se/?m=download ).
The most important changes since 1.2.15 are:
* The contents of directories created by plugins are not
   shown unless you click on "expand".
* The postscript/pdf generated by the clustering was broken at
   some point and it has now been fixed.
* MAGE-ML export should work with MySQL 4.1
* Access to computation servers can be given to specific groups,
   and if no machine will ever be able to run a job, the job will
   fail with an error explaining the problem.
