#33 time bands for bandwidth records

Allow sysadmin to configure time bands such as:
A:0000-1200
P:1200-2400
When recording bandwidth against IP, separately record bandwidth used for time range A and P for each IP address.
Thus, when records are viewed as aggregates, instead of 10.0.0.1 having used 1.5MB, you would see
10.0.0.1:A 1.1MB and 10.0.0.1:P 0.4MB

This would be useful for tracking WAN usage, for example, where quotas are differentiated based on time of day.
