New version of the AWS Toolkit

We released a new version of the AWS Toolkit last night with support for the new AWS US-West (N. California) region. You can now manage your EC2 instances and your SimpleDB data in this new AWS region using the AWS Toolkit for Eclipse.

Also included in this release are a few new features and bug fixes:
* New filtering options for the AMI and Instances views
* Fix for setting ICMP security group permissions
* Fixed feature dependency declaration
