#3 Icon display/hide timings

Currently icon display timings are not configurable other than via registry. It is also impossible to prevent "enforced removal" of icon tray which removes tray icon if that sticks after popup (thanks Microsoft for perfect OS).

It is suspected that with very specific timings that causes crash (fail->exception?). It is also handy in conjunction with "sticky icon" feature.

Configuration GUI should be reviewed as well since it will get overloaded with data.
