unicode punctuation support

Currently, aspell chokes on Unicode punctuation marks: primarily on the curly apostrophe (U0219) (probably it'll get filtered, but I'll try) E.g:
wasn’t
It might be nice to have a switch to choose either the curly or straight apostrophe for text. Usually if you are using one, you don't want the other.
This will be partly fixed in 0.60.7; Aspell will accept the curly apostrophe but will still suggest the ASCII version.
To suggest the curly apostrophe will take more work, and likely a switch.
