#1 sigusr1/2 handler gets forgotten

sigusr1/2 only prints stats to stderr once. Reported
by KE2LJ:

Alan. I am now running your new did out on LI as
KE2LJ-1. Seems to be
working quite nicely. I have tried send in it a USR1
and/or a USR2 and
it only prints stats once, and once only. I'm on Suse
8.2 2.4.19.
Am I misunderstanding the directions? tnx. -pat
