#22 Startup URL Should Be Customizable

In some installations of AmphetaDesk, it's more fulfilling to
access AmphetaDesk over the machine's static IP address,
as opposed to localhost or 127.0.0.1 (either because of
firewall, proxy, or Windows XP issues). The server URL
should be modifiable (along with port) in the "My Settings"
page, and then used for any further open_url requests.
