This patches the Makefile so that it can
automatically generate a TAGS file
(for use by GNU Emacs). I'll be glad to
proselytize for TAGS files if anyone isn't
familiar with them. Patch is based on version
1.28 of the Makefile.
The althea developers have decided to include your patch in the
main source. Usually, your patch will be uploaded to the CVS
source first and included in the next release of althea. Thanks
