My workaround was to install AllChars.exe in a folder called C:\apps\AllChars5 (apps is folder I made for funky apps), which is a nonsecured folder to which I have complete access.

I used the free WinPatrol's startup function to add AllChars.exe as a startup app (there may be an easier way).

It's in the notification area and I can use the editor (when it wants to work).

Or else I have a link to where AllChars puts its data files C:\Users\<yourusername>\AppData\Roaming and edit the AllChars.xml file with XML Notepad (freeware).
