Adminer is not using SSL when I connect to to it in the browser. Is that really safe? I cannot find any info on forcing it SSL. Is it possible. If so, How do I do that. Is there anything else I can do to make it secured?
Also, how to I remove the externa javascripts and make them local instead. Would be great for a version like that. Right now I dont dare to have it in the open, so I have to open up permissions when I use it and then turn it off again when not using.

HTTPS can be enabled by your webserver. Please consult your webserver documentation. Adminer runs both over HTTPS and HTTP.
You can use version-noverify plugin for disabling external version checking, see http://www.adminer.org/en/plugins/. You can set jushRoot JS variable to set the path for syntax highlighter.
