#1 need to remove old value on Create New

When there is a value for a restriction and Create
New ... is selected from the menu, the old
restriction is not removed. The method UpdateTable
needs to be modified so that some of the actions,
e.g., removing old restriction, happens when Create
interrupts the normal flow.
