#41 xml-file encoding for Germans et al

When using the SciptEditor German Umlaute are saved
correctly in UTF-8 now, but when I edit the files with a
regular editor there are just fuzzy signs and I cannot
directly enter Umlaute.
Changing to "ISO-8859-1" encoding would have no
disadvantage for the English speaking world, but some
advantages for Germans and others, though I must
admit I'm not sure if UTF-8 would be advantageous for
speakers of Slavic languages who'd probably prefer ISO-
8859-3.

    I believe the XML support only supports UTF8 encoding. Your best
    bet is to use an editor which allows you to edit in a variety of
    encodings (MacOSX TextEdit can read/write most encodings and
    lets you select the format of outputted files).

    This is really something best tasked to an editor, not the test
    framework.
