New PPP test program runs under Win32.
NBuf enabled NE2K driver included.
Other minor changes and fixes.

Minor changes to many files and some major changes to a few files. Compiles with VS6SP6 and GCC under W2K.
Test program 'echotest' added which runs under Windows using a packet driver for generic ethernet support. Currently ARP and ICMP ping are working well. Next step to add UDP echo service.

This code base is a cleaned up version (it will compile to object by itself) of the code from Guy Lancaster's homepage (http://www.go.com/~guylancaster). It still needs a lot of work before it will be useful in particular projects but it's a better start. -- Guy
