    It's already possible to have several MIDI devices, each of them with 16 instruments. A MIDI device is a connected to a physical MIDI bus or to an instance of a softsynth. Having several physical MIDI buses is possible (but needs some hardware). Having lots of softsynths is very easy. So there is actually no limitation to the number of different MIDI instruments in RG. What is the point to set an instrument as inactive ? The same result is obtained with a device connected to "no port" in the studio....
