I wasn't aware of the optional 'lfnfiles.zip' component of your packaging when writing the above statement about broken/incomplete FPC package - the missing pieces seem to be there (in lfnfiles.zip), i.e. it might be complete from this point of view, although not necessarily consistent (see below for more details). I don't know whether your installer allows installing the content of lfnfiles.zip even under 8.3 restricted...
