Presumeably you are running Oracle Java on windows. Oracle Java lacks support for the encrytion methods on sourceforge. You should install the java cryptogrphic extension from oracle. See SO or Eclipse Marketplace, Installation Trouble

These errors happen, if your JRE comes with weak encryption. You will have to install the cryptography extension by hand. openJDK does not have this issue, as it comes with string encryption, but oracle JRE are affected. I mentioned that in the eclipse marketplace.
