Command Help logged to stderr
Fixed bug #1203, -CMDHELP should be printed to stdout
Added the GetNativeProcessorArchitecture helper macro in case you really really need to know the true native CPU type
This is a unintended side effect of the stderr error message change in v3.01. -CmdHelp uses the same command syntax printer function as the script parser when it stops with a syntax error. If you are some sort of compiler host application you can work around it by using -O or returning 0 in response to the QH_ENABLESTDERR host notify API message.
Refactor and document !pragma warning error and warning states
VC6 can't handle typename here but GCC requires it
