I copied Snap7-VB6's (https://sourceforge.net/projects/snap7/files/) snap7.dll file to c -> windows -> system32 as it is mentioned. (Download the zip file from the sourceforce page. Unzip the zip file, and copy releaseWindows<win64 win32="">snap7.dll</win64> somewhere in you system PATH, for example C:WINDOWSsystem32.
