Slow download speed (~500 kbit/s)

Greetings, I've just tried uploading another file via rsync. The upload starts at a good speed (1.8 MB/s), although the speed dropped to ~100 kB/s quite soon. Then it rose again, up to ~1.5 MB/s and kept oscillating between good and bad (as low as 50 kB/s) values for the whole duration of the transfer. So the problem has been partly solved, I'd say, but the connection is still quite unstable.
