I am unsure what "latest stuff distributed by Devuan." exactly means, but in what I am using, I do this while composing a message. I use the Enigmail buttons in the new message window and select S/MIME from the Enigmail Encryption and Signing Settings dialog.

hmmm, also.... when I receive a PGP signed email, there is no icon or other signal on the receioved email to indicate that it is signed, like there is with S/MIME. This did not be this way prior, I recall seeing an icon for PGP both signed and/or encrypted.

Yes. I found this too. If I am S/MIME mode and I click to select the button "Attach My Public Key", it will not attach the PGP public key. Although this makes complete sense, it could be confusing. If I select that option, I may be expecting it to attach as requested. On the other hand, one may think that the public key ewill refer to the S/MIME smime.p7s file. For me, the only reason I find this a slight bit confusing is that with S/MIME attaching a public key is not really a thing, so I might be...

That makes sense... the lower right corner icon being only for S/MIME as TB needs Enigmail for PGP. Having it not appear makes sense, as it surely resolves the confusion issue I posted. If it is ok, I will keep testing functionality as I use it if you can let me know which changes are addressed and which are not, so I know what I am looking at. Just trying to help as I am a detailed user who uses the more recent TB beta, or close to the most recent.
