I get the sense maybe this is hopeless? Disabling hibernate has been an effective workaround but is a huge downer due to battery drain. I'm happy to provide more information if it helps? I just don't know what might be of use here.

I'm new to Veracrypt and have it successfully working on another Windows 10 installation, but I don't use hibernate on that box. On both systems (including the Thinkpad) I'm using full system encryption. The issue manifests like this: if the laptop comes back from hibernate/suspend, the computer will soft freeze (movable mouse but no other activity) occasionally before the login screen displays (on an all-cyan background) but most often after Windows is loaded. This seems to persist through reboots...

Apologies, yes, I did disable fast start (It's still disabled I see, examining the option) and the behavior continued. If I can edit the top post to include that, I will.
