    You haven't installed it, and it looks like you're messing around in the Webmin tarball archive. There's no reason to use the tarball installation on an OS that has a supported package type. Just add the apt get repository and use apt-get to install Webmin. The instructions are on the website.

    Did you try to install the listed dependencies? As far as I know all of the dependencies are available on Debian and Ubuntu.

    I don't think there is a command line function for that, as it includes multiple stages; the detection of the IP and noticing that it's changed, and then updating it in a number of locations. Adding and removing shared addresses is supported in the command line API, but that won't do anything to existing virtual servers, unfortunately. However, I'm pretty sure there's code for DynDNS in Virtualmin, which handles changing IP address whenever it changes. It's been yeards since I've thought about it,...

    Webmin has a changepass.pl command, which can set a Webmin-specific password from the command line. That will allow you to login, and then you can choose to use the system password for Webmin, once you're logged in, if you want to do that.
