It also validates the build requirements (although against the upstream libax25). I've removed the Github action (other commit is the same). I think it's ready to merge.

Run, no. It can't really run because the ax25 kernel modules aren't installed in the base docker linux image (imagine that!) and there's no way to load them. However, we can build linpac and perhaps there's some limited testing that could be doable.
