I just tried vcxsrv-64.1.20.1.1.installer.exe and it still suffers from the same "new tab" problem.

Good point, I forgot to mention the version. Sorry. I just tried two different versions of Chrome in addition to the version of Chromium on Debian sid, and they all suffer from the same problem. I even tried it on a Debian stable/9.5 machine and had the same problem.
