  I faced this issue in OpenSUSE Leap 15.1: in my case, in the package were missing the language translations, so I had to copy them from the archive downloaded from Sourceforge. Once restarted Areca, the [Save] button was enabled.

  This worked for me (openSUSE Leap 42.2 x86_64): https://sourceforge.net/p/pacmanager/bugs/286/#6684 I attach here the Vte.so that is working on my system, just replace (backup first!) your with this one.
