If a bad student can uninstall italc, then you are a bad admin cause normal users cannot uninstall programs or change other primary system settings. Check your group assignments in your user manager first. To "hide" the entry in control > programs, you have to edit the registry and delete the uninstall entry for italc. But be careful not to delete the wrong thing. And finally: italc is out of support. Use its successor veyon (see https://veyon.io/) instead.
Wake on LAN over subnets doesn't work out of the box. WOL packets are not forwarded to the other subnet. You have to forward the WOL packets in the router. This is not a problem in iTALC, its a network design thing. just google for "wake on lan other subnet" and you find different discussions about that.
