I have the same problem. This isn't related to when all CPU's are busy, which doesn't matter because t38modem is nice -10. It's happening often enough that I can get traces for it. Linux ABI Project
RHEL 7.6 is only available in 64 bit and I wasn't able to get 64 bit working so no.
