The NoGameDataPackfile is already included in the tool. So need for downloading it anymore. I am quite sure that in one update note it was mentioned. But you arer right it is maybe written confusingly. The error: its not updated for the new DLC yet. It will take some days. Maybe it is best to join the community group "SaveParser" at steam to get notified. Regards

The only thing I can say, you have to resave it again and again in the game. Sorry there is no other way. If I have the type in the SaveParser all other games won't work. I know, it's a pain in the ..., but I am really sorry

Welcome. Unfort no, the ESF libraries are not able to add certain entries, like ancillaries. But; you can add an unwanted item to a character in the game, and then edit this into the wished with the tool.

Hm, you have to pare for Characters then right click the row of the character you want to remove a skill and click "open in EditSF". Navigate to CHARACTER_DETAILS , CAMPAIGN_SKILL, CAMPAIGN_SKILL_BLOCK, find the proper entry, e.g. CAMPAIGN_SKILL_BLOCK - 2 and then right click that tree item and click "delete". In the tool itself I didn't offer that funactionality, because it maybe would be very very seldom used.
