You need to "click to unlock changes" and then click the + sign to add gretl, which you need to locate in finder then. I dare to say that you need to unlock to make changes and then click the + icon and search for gretl. I don't have Catalina here, but you should go to System Preferences -» Privacy and Security and add Gretl to the allowed Apps on the Folders tab. (I cannot confirm this procedure)

Yes, I have the subdirectory gretl-2019c in the Downloads folder, it has the file “INSTALL” which contains instructions; clicking “configure” results in the warning I have sent earlier. I found the way how to unblock “configure”. However, "configuring for gretl 2019c” results not in Gretl in the Applications folder! One statement in the configure file says "Could not run GNU MP test program”? You are still attempting to BUILD gretl. (If that really what you want, then consult docs)...

That tar.xz would be the source code package. For MacOS you need the .pkg archive. Try to install Gretl from the new package, it may upgrade. Then if not successful, do the uninstall (probably drag to bin).

I have downloaded the installation file; clicking on “INSTALL” suggests to configure, but clicking on configure results in the message “configure” cannot be opened because it is from an unidentified developer.???

The Quartz install package is gretl-2019c.tar.xz http://prdownloads.sourceforge.net/gretl/gretl-2019c.tar.xz ? How to uninstall? I just drag Gretl from the Applications folder to the Trash?

Peter, please don't quote all the previous answers. Did you tried my suggested workaround? Instead of opening the pkg directly from browser download, you must open it from Finder. Then the same security question appears, but there is an additional button that allows to Open and proceed with normal install. (You will have to trust gretl developer, I do ;) )

You should update your gretl (It worked just fine, like I mentioned). Go to http://gretl.org and select the Quartz install package, you are probably using the X11 version. It may be better to uninstall Gretl before.
