It looks like, for some reason, a cmd/batch/lnk/... started by Launchy uses the 32bit environment variables while the doubleclick uses 64bit EV. (verified by a batch file executing echo %programfiles%) PowerShell doesn't find any module then, located at C:\Program Files\WindowsPowerShell\Modules, because maybe it's looking at Program Files (x86)? or maybe for other reasons related with the different environment (variables).
