You don't say, we always update the version matching new one. Like what LIGHTNING UK (ImgBurn) did. We always update new version as soon there are future version, so I always doing. like updating text 24.04 to 24.08, which means the base language goes outdated, so I'm updating it every new version as well, if the people can translate or update some strings. So, I hope you understand.

Correct, Windows 8 introduced English (United Kingdom) language, under name en-GB Language code. Earlier than Windows 7, they don't have English (United Kingdom), and some words are not same in the USA English. So to be fair, English (English) is the default language, because it is English (United States). I just tried old version 7-zip (including 4.14 and 3.11/3.13 beta) in Windows 7, it works fine. As for Windows 11, I don't know about minimum requirement to run 7-Zip, so I'm guessing 21.03 Beta?

To be honest, If you have Windows PE runs 32-bit, it will works fine, but not the x64 version. I tested 7-Zip in Windows PE (including Windows 7, 8 and 10 PE) and it works fine. Also yes, it is not Windows 11 PE due for 32-bit deprecation, since it is only 64-bit.
