KeePass.config.enforced.xml doesn't like to be taken into account in C:\Users\User Name\AppData\Local\VirtualStore\Program Files\KeePass Password Safe 2 C:\Users\User Name\AppData\Roaming\KeePass\ But only in C:\Program Files\KeePass Password Safe 2 So every user with admin right can change it. It will be more complicated in AppData because only the current user and local administrator have right on this folder Regards

Like I already says, the only solution is to downgrade mono by adding Trusty repository on a Xenial and pinning mono and keepass2 from Trusty (ppa for keepass). So it's not directly a keepass2 bug but a mono bug (it's the same keepass2 version on Trusty and Xenial).

On 2017-06-14 you had 1404 (Trusty packages), now you have 1604 (Xenial packages) so yes it's normal that's no more working.
