Accidentally I figured out what was the cause. Windows defender is to blame. This can be fixed by disabling Windows Defender realtime protection. Very misleading error prompt though,
OS: Win11 22H2 ImDisk : version 20220826 Problem: Any executable file inside the ramdisk cannot be run. (As if lost the execution privilege). I have confirmed in windows directory permission settings, I have full access. Any other type of files works normally (READ/MODIFY/WRITE). I have encountered the same issue. Delete C:\Users\{username}\.freemind folder fixed the issue for me. It feels like some configuration file was corrupted.
