I think it is because other promoters/users are no longer visible in the top menu, making it impossible to access and submit their proposals.
Hello Eva, If you have a other heat source the fields Emission factor, Emission factor and LCV, are required, Yes, but those fields are still editable when we select a pre-defined energy source. If "Natural Gas" is selected as Substituted energy source , the fields "Other energy source", "Emission factor [g/kWh]", and "LCV [kWh/kg]" are still editable, but the notes bellow each of them seem to point out that those values should only be filled if "Other" was selected as Substituted energy source....

The Edit, Share and Actions buttons are still available in the individual components of a proposal. It seems the user is still the owner of the forms already filled, maybe that’s the reason that Edit function still works on those forms.
Share function, losing ownership
I don't know the relevance of it but It's possible to create an entity with non numerical and non alphabetical chars in most of the fields, the string "~º~+´º~+´+" was allowed in company name, address, city, ZIP code, company website, company fiscal ID number, Contact persons first name, Contact persons last name , Position in the company and Telephone nr.
Submitting other users proposals

In the description of the form Current process heat related annual energy demand suplly. In Solar thermal The title of the field "maximum thermal storage temperature" does not start with capital letter like the others. Other field titles seem to follow different criteria , for example in the Edit Biogas fields the words in the titles sometimes start with capital letters and others in minuscules....
