I came here as I have the exact same issue... wanted to "quickly" create a new volume to do a backup and hit the forums after watching "100% complete" and 1.3MB/s disk activity in the task manager for half an hour... Following your post I decided to try killing the task (it didn't), so have rebooted and will do a normal format instead.
