The file in question has one password policy named "Default Policy". It was customized to length 17, lowercase at least 14, uppercase at least 1, digits at least 1, symbols at least 1. Today I am able to open the file. Renaming the file I am still able to sync and open it. In short I can't reproduce the problem any more. The file was edited in the interim -- some small edits using Password Safe for Windows. Also I can see OneDrive was updated on the device.

Fresh install of PasswdSafe 6.20.2 and PasswdSafe Sync 3.8.0 on a tablet running Android 7.1.1.
