Had same problem. Cause was locally mounted Veracrypt drives. After unmounting Win32DiskImager can be started. Please fix this!

Hi, many people have problems when VeraCrypt encrypted partitions were accidentially lost by deleting the partition. How to backup this information securely and restore when needed? Does VeraCrypt provide a functionality to backup partition information? Regards mayerflash

Try to recreate the missing partition as it was before (without formatting it!). Then try to mount this partition again (eventually using Backup header). Good Luck mayerflash
