Two changes to improve BBMD robustness:

Fix: As a BBMD, when forwarding NPDU to the local subnet (as an IP broacast)

Initialize APDU retries from environment $BACNET_APDU_RETRIES just

Fix: BVLC-Delete-Foreign-Device always returns NAK.

Added interface to get, set and test-if-modified the Foreign Device Table (FD_Table), e.g. to save & load from EEPROM or other persistent storage.

Rewrite msgs to/from *loopback* foreign devices as virtually routed devices.
