Thanks. I killed both processes and then it started. However, the blank screen issue persists. I will now uninstall and then install the dev version.

I did some more troubleshooting and discovered that the webmin service is not running. Here's the status. CORRECTION: It is Ubuntu 18.04 LTS Also, I have Webmin 1.900 running on a few other Ubuntu 18.04 servers and they do not have any issues, yet.
