Either use --skippgpcheck or import the key first gpg --recv 13E96B53C005604E. makepkg uses the user keyring, so we can't change that. But I agree that makepkg should ask to import the key if it is missing

We are currently doing some restructuring in MSYS2 and hit some problems which required us to pull some already built packages from the repo, which results in the web interface being out of sync. You can download the tar.zst file and install it with pacman -U mingw-w64-x86_64-gnucobol-3.1rc1-1-any.pkg.tar.zst for now. In the comming days the normal pacman install should pull in the new package as expected.

OK. With _set_output_format gone and newer MSVC being C99 compliant for this case this seems to ge against the goals of __USE_MINGW_ANSI_STDIO imo.
