It looks like the problem may be with the binary /sbin/start-stop-daemon and that it (or the shell call to it) is ignoring everything after -- but removing the double dashes produces an error. See lines 45 and 46 in /etc/init.d/saned: start-stop-daemon --start --quiet --pidfile /var/run/$NAME.pid \ --exec $DAEMON -- $DAEMON_OPTS Somehow this seems familiar. Is it a regression?

Thanks for basing the distro on Devuan. That is a huge step forward! Two items: One is that the latest release seems to be missing a proper torrent, just the regular HTTPS access is available. The other thing is that it appears that the sane-utils package is installed by default and from that saned itself is left running as root listening for all IPv6 connections on port 6566. Neither should be present, but if saned is running at all it should probably not be as root nor listening to all incoming...
