It seems to be hanging directly on loading JemmEx. If I skip loading it, FreeDOS boots fine.

I'm not the original poster, but I'm able to confirm the same odd behavior as you. Hangs when booting directly from HDD, but booting to the install CD and booting from the HDD from there works just fine. I'm running 1.3 release on Hyper-V on Windows 11.
