In QjackCtl, go to 'Setup' -> 'Advanced' tab and on the right look for "Channels I/O" - it might have defaulted to 2. Try raising it to 4 (inputs) and see if it works.
Since the latest release you can set any offset you want - you no longer have to stick with 70 or recompile to change it. I use an offset of 30 and send on channel 1, so I launch the client with: --ctrlmidich "1;30". Default is still 70, so if you only use a single channel parameter (i.e. --ctrlmidich 0), that's what is used.
It's quite possible that without the Roland driver you can't change the sample rate, and I doubt Roland supports Linux.
I just looked up the manual for the TD27 and it says the "original" sample rate is 44.1 kHz but that with a sampling converter it can do 48 and 96 kHz. No idea what that means though - maybe there's a setting in the module to change that. It looks like Jack itself can't change the sampling rate. I'd ask on the vdrums forum - loads of experienced Roland kit owners there.
