Thanks for signposting the .exe installer. In my first post I had used the x64.msi installer both to try and upgrade from 1.25.9 and to try and install 1.26.0 after uninstalling 1.25.9, as I mistakenly thought that the .exe installer was only for x86. Having now used the .exe installer on my x64 system both to upgrade from 1.25.9 to 1.26.0 and to test that 1.26.0 installs without error after uninstalling 1.25.9, I now know I was wrong. The 1.26.0 x64 .msi installer will not install - unlike the .exe...

I installed 1.26 x64 on top of 1.25.9 but Help>About in VeraCrypt shows version 1.25.9 is installed whereas Programs and Features (Windows 10 - 19044.1620) shows 1.26 is installed. I completely uninstalled VeraCrypt and rebooted. When I tried to install 1.26 it fails to install with this error message "The installation of the device driver has failed. Please restart windows and then try installing VeraCrypt again." The installation then rolls back. I rebooted and tried again to install VeraCrypt...
