Just gave this a try on an old Pi 3. System latency on first test is much better than my Ubuntu desktop! It seems to be shaving ~15ms off my total delay. Awesome. One question. Why do you recommend a headphone amp? Does the Behringer have sufficient output to drive a standard headphone? My levels with my old Mobile-pre are decent without any help.
Check your power supply. Pi's do that when they need more current than your adaptor can supply.

I had that problem using Ubuntu20.04 on AWS but all worked fine on Ubuntu 18. What kind of ping times do you get? I come in around 20
