I have just tried ProGuard 6.2.0 and the issue still isn't solved (for me). What can we do to help? Do we need a better test case?
I'm seeing the same error message, but it seems to happen with nested try/catch blocks in a static initializer.
I don't think you've discovered a bug. What's your config? I.e., how are you calling ProGuard?
What's your config? You know that JDK 11 does not have a /Contents/Home/lib/rt.jar, right?

I've got the same problem when using the ProGuard Ant task from Maven. As a symptom, the subsequent compilation of test classes fails.
